Background: The existing balance of power

LAST May the Conservatives painted the town hall blue when they swept to a landslide victory in the local elections.
In a bitter match between Labour and the Conservatives (Crawley's two major parties), Tory Leader Bob Lanzer and his cohorts managed to seize a seven seat majority with a voter turnout of 36.12 per cent.
In 2006 the Tories won control of the town hall for the first time in 35 years. Previously it had been a Labour dominated council.
Crawley Borough Council has 37 councillors in total. Each Councillor is elected for a four-year term in one of 15 wards.
Following last year's elections on 3 May 2007, the number of councillors in each political group is:
Conservative
22
Labour
12
Liberal Democrat
3
Local Councillors are elected in thirds, which means only a third of the seats will be up for election at any one time.
Aside from the borough council, Crawley people are represented on three other levels – at county level, through West Sussex County Council, at national level, through MP Laura Moffatt, and at European level through the South East Regional Members of the European Parliament (MEPs).
