The prospect of up to 3,500 new homes being built near Ifield Golf Course will be debated by Horsham councillors.

The land west of Ifield is one of several areas to be considered for housing allocation by Horsham District Council as part of its draft planning framework.

A series of meetings and debates have been re-scheduled for the spring after Horsham’s draft document was delayed due to the considerable detail and discussion required. The document will be subject to full council approval, public consultation, and a public inquiry by an independent planning inspector.

Cllr Ian Howard, Horsham District Council cabinet member for living and working communities, said: “We anticipate that this process should enable us to have an adopted updated statutory planning framework in place by the latter part of 2014.”

A consortium led by Wellbeck Land has been promoting the scheme for 2,500-3,500 homes since 2009 and presented its plans to Horsham in September 2012.

Wellbeck director Richard Thomas said: “In view of the amount of shortfall in meeting Crawley’s known housing requirements, there’s a good case to argue Horsham should allocate all of the four shortlisted sites for housing [west of Ifield, north of Horsham, Southwater and Billingshurst].”

Last week’s Crawley Debate heard how Crawley was unable to meet even half its required target of 550 new homes a year. But proposals to build a 2,500 housing development on Ifield Golf Club have been defeated before in 2007.

Cllr Claire Denman, cabinet member for planning and economic development, said: “During previous discussions with both the developer and Horsham District Council it was stressed that the last time Crawley Borough Council responded to consultations regarding major development at Ifield Golf Course, the council unanimously voted against development proposals because of concerns regarding the traffic impact, infrastructure provision and environmental issues.”
