Bid for 230 Crawley flats rejected over cycle parking and noise issues

Crawley Borough Council has rejected a bid for 230 flats because of cycle parking and noise issues.

Officer refused granting prior approval to three proposals to covert offices to flats in Sutherland House near Paymaster General’s Roundabout.

Sutherland House Crawley LLP’s applications to the council were made under permitted development rights on April 7.

Cllr Peter Smith, cabinet member for Planning and Economic Development, has said the scheme would not help with the town’s lack of affordable housing and raised concerns over the proposed loss of employment space.

A council officers’ report said the developer’s application did not cover the building works necessary to create sufficient cycle parking. It added people living in the ‘noise sensitive’ flats in Russell Way could ‘prejudice the future needs and requirements of existing neighbouring industrial occupiers’.

A report stated the reasons for refusal were: “It has not been demonstrated to the satisfaction of the Council that the proposal as submitted can fulfil its own operational needs, and that as a result of the lack of provision of covered and secure cycle facilities the proposal would fail to encourage sustainable modes of travel and alleviate congestion and therefore would have a harmful impact of the efficiency and safe operation of the highway network. This would be contrary to the National Planning Policy Framework and Policies CH3, IN3 and IN4 of the Crawley Borough Local Plan 2015-2030.

“In the absence of a Noise Impact Assessment it has not been demonstrated to the satisfaction of the Council that the proposed noise sensitive residential development would not prejudice the future needs and requirements of existing neighbouring industrial occupiers and this would be contrary to paragraph 123 of the National Planning Policy Framework and Policy ENV11 of the Crawley Borough Local Plan 2015-2030.”
