Plan to ban stopping in A23 lay-bys

Consultation on permanently banning stopping on lay-bys, verges, footways and central reservations next to the A23 has opened.

County councillors will consider making the Traffic Regulation Order from the stretch between Longbridge roundabout and 180 metres north of the Fleming Way roundabout.

A temporary version of the order is in place. Consultation ends on July 29.

A West Sussex County Council document stated: “Sussex Police raised several safety concerns about the use of the laybys and verges on the section of the A23 near the Beehive roundabout.”

They included difficulty of vehicles trying to accelerate off the soft verge on to the A23, vehicles leaving the verges depositing mud and debris on it and

slow-moving vehicles leaving the lay-bys affecting the free-flow of traffic.

It continued: “It was considered that these concerns highlighted obvious hazards that could have road safety implications and generate casualties.

“To alleviate the immediate safety concerns West Sussex County Council made a temporary Traffic Order to prohibit stopping on all the grass verges, lay-bys, footways and central reservations adjacent to the A23. The prohibition was extended further than the initial problem area to avoid migration. The temporary restrictions are indicated by the appropriate statutory Traffic Signs and lining. It is now proposed to make the provisions of the temporary Traffic Order permanent.”
