The 3in1 card costs £50 to pupils and students aged between five to 19, and as well as concessionary travel acts as a proof of age and gives users discounts at selected shops and leisure venues.

But take-up has dropped to around 6,000 and since it costs West Sussex County Council £1.2m a year the scheme is being reviewed in light of changes to national legislation, financial pressures, and the authority’s updated priorities.

The online questionnaire asks if the 3in1 scheme should continue, cease to operate, or if funding for travel should be limited to 16-19-year-olds in full-time further education from low income families.

When the card was first introduced in 2007 it was free to join, and before the fee was introduced in 2011 there were around 25,000 cardholders.

Currently no fee is charged for young people from low incomes families and children looked after.

The consultation runs until Friday April 8.
